What is KP-PLUS?
Katarungang Pambarangay - Participatory Learning and Ushering Strategy (KP-PLUS) is a collaborative innovation by the DILG Tacurong City Field Office and its partners in championing barangay justice system. It was established in 2025 to provide a convergence hub where relevant knowledge, exemplary and innovative practices, and appropriate help is readily available for Lupons’ effective and efficient dispensation of barangay justice system.

Barangay Upper Katungal of the City of Tacurong maintains its laurels as one of the most competent and innovative Lupons in the Region by placing 1st Runner Up Component City Category in the recently-concluded Regional-level LTIA Validation and Assessment held on April 2-15, 2025.
PB Hon. Joey P. Columbres, Lupon Chairperson, together with the 18 Lupon Members, and Ms. Racquel Colon, Lupon Secretary, successfully hurdled the rigorous scrutiny of the members of the Regional Assessment Team.
The assessors representing the Regional Awards Committee (RAC) include personnel from DILG Regional Office 12 headed by LGOO VII Ian Jon S. Clemente, LGOO V Genevieve V. Morales-Baswel, and AA VI Rica Mae A. Arao, and from partner agencies and civil society organizations which include Ms. Kimberly Frias-Ambat from the Provincial Prosecutor’s Office of South Cotabato, PSSg Arjay P. Miranda from PNP Regional Office 12, and Ms. Rose Ann Absin of YES WE CARE humanitarian non-government organization.
The top barangays include the Barangay Morales of Koronadal City (regional winner) and Barangay Ginatilan of Kidapawan City (2nd runner up).
Barangays Upper Katungal, Baras, and San Antonio have been recognized as the top 3 Lupons in Tacurong City based on their performance in the CY 2025 Lupong Tagapamayapa Incentives Awards (LTIA) after the City Level Assessment was conducted from February 24–28, 2025, with full participation from all 20 barangays in Tacurong City.
Each barangay received comprehensive feedback from the LTIA City Awards Committee, composed of the City Local Government Operations Officer (CLGOO) of DILG Tacurong as Chairperson, the City Prosecutor as Vice Chairperson, and members including the Liga ng mga Barangay (LnB) President, the PNP Chief of Police, and a CSO Representative from Sultan Kudarat State University (SKSU).
Barangay Upper Katungal led the rankings with a perfect score of 100%, followed by Barangay Baras with 88%, and Barangay San Antonio with 69.5%. All three barangays stood out for their effective conflict resolution efforts and strong implementation of the katarungang pambarangay system.

Barangay Upper Katungal's "Pagsugid" is one of its many settlement techniques proven to have helped the Lupong Tagapamayapa achieve high settlement rate throughout the years.
Pagsugid is a Hiligaynon term which translates to “narration” in English. Once a case is formally docketed, the Punong Barangay and Lupon Members conduct visitation at each of the residence of the parties.
In this strategy, the Lupon Chair and members facilitate safe space in drawing out information and sentiments from each of them. The Lupon ensures that there shall be no bias and judgement during the Pagsugid but rather open ears, minds, and hearts as the parties narrate their respective sides and concerns.
The primary objective of this settlement technique is to provide the Punong Barangay prior knowledge about the backgrounds of the complainant(s) and respondent(s) as well as the complaint itself – its history and other important surrounding circumstances.
Through Pagsugid, mediation proceedings become easier for the Punong Barangay as it allows him to study ahead pertinent laws surrounding the complaint, coordinate with relevant offices or agencies should there be areas for clarification, and determine settlement techniques that can be useful during the mediation and even in succeeding stages of the dispute should the parties refuse to settle at the mediation stage.
